qmfound-pra new 9/99 FOUNDATIONS OF QUANTUM MECHANICS Notice to Referees This journal's relentless growth has made it necessary to review some editorial policies to delineate the scope of Physical Review A more clearly. The editors and the Editorial Board have agreed on certain guidelines for theoretical papers on the foundations of quantum mechanics that can be considered for publication. The conclusion, followed since 1995, is that to be considered for publication in Physical Review A a theoretical paper on the foundations of quantum mechanics should either (i) have an explicit and direct connection with experiment, or (ii) shed significant new light on quantum mechanics itself. Papers concerned primarily with the formal study of variants of quantum mechanics for their own sake, or papers offering only conjectures, lie outside the scope of the journal. We would appreciate your keeping these guidelines in mind as you evaluate the enclosed manuscript(s). The Editors
